House Bill 16-68, was introduced by then-House Floor Leader Joseph N. Camacho, R-Saipan.
The governor said although the measure is “laudable,” it will “harm” the Retirement Fund.
The government owed the Fund more than $231 million in unpaid contributions as of April 2009, according to a ruling of the Superior Court.
