HOUSE members representing Saipan’s Precinct 1 have decided to conduct a public hearing on a measure that may affect economic activities in Kagman.
Pre-filed by Rep. Frank DLG. Aldan, R-Saipan, House Local Bill 13-26 is seeking to limit the use of Kagman and any future homestead development in the area to a residential community as established in the Village Homesteading Act of 1979.
The “residential only” designation would restrict the development of property within the Kagman peninsular area to single family dwellings, prohibiting commercial development.
The peninsular area begins at the intersection of the road to Kagmans I and III as well as Santa Soledad Mission and continues along the peninsula to the low tide line.
Rep. Herman. T. Palacios, chairman of the House Subcommittee on Labor and Immigration, said that although this should be addressed by the appropriate committee, Precinct 1 representatives decided to get involved on the matter as their constituents would be affected if the bill becomes law.
“The concerns of the stakeholders should be heard. Thus we are calling for a public hearing to see the impact of the measure to our constituents,” said Palacios, R-Saipan.
The measure will only allow the following commercial operations in the area: Laulau Bay Golf Course, restaurant, club house and future hotel as approved by Joint Resolution 7-5, family-owned convenience and grocery stores built into or adjacent to residential homes, use of section of the residence as an office by a member of the family and designation of a central commercial shopping plaza to be developed in the future and use of home as day care.
