BOE: Rota teacher illegally transferred

Rota BOE member Tanya King said Rota High School has appointed the Sinapalo teacher as the new vice principal, replacing Sharlene Manglona who was recommended for non-renewal by her principal Lynne Michael.

Guerrero asked the PSS human resource office to provide BOE with more information about the transfer of Joey Quitugua which the board described as “not valid” and in violation of the rules and regulations.

“There’s a proper process when transferring a teacher from one school to another,” Guerrero said. “Mr. Quitugua cannot just transfer to the position because he’s listed at the elementary school.”

A request for transfer was earlier sent by Rota High School to PSS, but it was not clear who approved it.

The board said although principals are given discretion to hire employees, “rules and procedures must still be followed.”

Guerrero said principals should attend a professional development session to remind them about their  “responsibilities.”

“We need to correct this practice because this creates confusion,” he said. “This is very misleading and we must put a stop to it.”

The acting associate commissioner for administrative services, Charlie Kenty, said all vacant positions need to be announced before they can be filled.

In the case of Rota High School, Kenty said an announcement will be made regarding the vice principal’s position.

According to King, “If that position is announced, I am definitely sure that there will be candidates who will apply for it.”

The point of announcing vacancies, she said, is to ensure that  only the qualified applicants are selected.
