Borja also served the board during the administration of Mayor Juan B. Tudela whose term ended in Jan. 2010.
The board also elected Eddie Pinaula as vice chairman and Fermin Sakisat as secretary-treasurer.
The members are Juan C. Tudela and Antonio Salas.
Sakisat and Salas were nominated chairman and vice chairman, respectively, but they declined.
Saipan Mayor Donald G. Flores reminded the board to always follow parliamentary procedures during their meetings.
“And let us respect each other’s decisions,” he said.
Flores told Variety that he wants to improve the cockfight operation on Saipan.
He said all members of the board have sufficient experience in cockfight.
The board will oversee the operation of the cockfight arena, hear complaints from “cockers” and look into the accreditation of the referees.
