Ramon B. Camacho, Saipan and Northern Islands Municipal Council chairman, said instead of increasing taxes, the government should improve its collection efforts, particularly at the ports of entry.
The government should also revisit the Foreign Investor Act and ensure that all foreign businesses are in compliance with the law, he added.
He said most, if not all, establishments operated by foreigners are not complying with the 30 percent local labor force requirement.
Many local residents are unemployed, he said, but enforcing labor laws should reduce the current jobless rate, he added.
Employing more local workers, he said, will also mean that more money will circulate on island which will help the economy.
