“I will submit my resignation either tomorrow or sometime soon,” Camacho told Variety in an email.
She said she wanted SHEFA “to focus on other pressing issues, and [end the controversy regarding] the legitimacy of our appointments.”
The nominations of Camacho and Josephine T. Sablan were not confirmed on time by the Saipan and Northern Islands Legislative Delegation.
Sablan declined to comment.
Former Rep. William S. Torres, who was SHEFA’s consultant when Vice Speaker Felicidad T. Ogumoro was still the board chairwoman, questioned the legitimacy of Camacho and Sablan’s membership.
Ogumoro sought a legal opinion from a private law firm regarding the issue.
Camacho said the board couldn’t discuss the legal opinion since the letter was addressed to Ogumoro, who had to resign as board member because the CNMI Constitution bars lawmakers from serving in any other government position.
Variety learned that the House of Representatives’ legal counsel has a different opinion.
Yesterday, Camacho met with Speaker Froilan C. Tenorio, Covenant-Saipan, to discuss the issue.
Tenorio advised Camacho and Sablan to resign so that the mayor can reappoint them.
Mayor Donald G. Flores was not available for comment yesterday,
The SHEFA board is now chaired by Jose C. Mafnas. The other members are Jose C. Leon Guerrero and John K. Tenorio.
