The council has three members but only two ran in the previous general election — Camacho and member-elect Eric Diaz Demapan.
In the case of a vacancy, the CNMI Constitution allows the mayor to appoint a council member “with the advice and consent of the legislative delegation.”
Camacho said it is now up to incoming Mayor Donald Flores to name the council’s third member.
Despite having two members, Camacho said the council still has “a mission to accomplish.”
