Casino commission needs academy to train enforcers

During their meeting on Monday, the commissioners discussed the recent enactment of Public Law 21-27, which made the casino commission and the Department of Commerce-Alcohol Beverage and Tobacco Control Division law enforcement agencies.

Deleon Guerrero noted, however, the “lack of guidance” on how exactly the commission will begin to perform its tasks as a law enforcement agency.

The new law has no provisions that provide for training, Deleon Guerrero said, adding that the commission needs “some kind of an academy” to train enforcers in conducting arrests and handling guns,  among other things.

Mike Ernest, Commonwealth  Casino Commission legal counsel, agreed that there is “zero guidance” in the legislation and that there is a need for an academy to train the commission enforcers.

But Deleon Guerrero said it is reasonable to assume that the new law focuses only on casino-related offenses that occur at the casino premises.
