A Chinese national indicted in Saipan for conspiracy to transport illegal aliens and defraud the United States was arrested in Guam, according to federal court documents
Zhaoxiang Cui was taken into custody on Nov. 12. Magistrate Judge Michael J. Bordallo of the District Court of Guam issued a writ of removal, ordering U.S. Marshals to transfer Cui to Saipan.
The District Court for the Northern Mariana Islands has not yet scheduled Cui’s initial appearance.
According to the indictment filed in December 2024, Cui and co-defendants Kangle Jiang, Lianmin Song, Fengguo Fan, and Xiaoguang Wang allegedly conspired to transport undocumented individuals from Saipan to Guam with the intent that they would reside there lawfully, despite knowing the individuals were illegally present in the United States.
The indictment also alleges the group conspired to defraud the United States between December 2024 and Dec. 9, 2024, in violation of Title 18, U.S. Code, Section 371.
In January 2025, Fan and Song were convicted and sentenced to time served, one year of supervised release, 50 hours of community service, and a $200 assessment fee. Jiang received the same sentence in February.
As of press time Tuesday, there is no court information available regarding Wang.
