During yesterday’s hearing, Judge David A. Wiseman dismissed the charges of conspiracy and theft by deception against 28-year-old Yuan Fu Li, granting the government’s motion filed by Assistant Attorney General Mike A. Nisperos, Jr.
Yuan Fu Li and co-defendant Xin Mao Zheng were accused of making false traffic crash reports and collecting insurance claims.
Judge Kenneth L. Govendo earlier set their arraignment for July 7, 2008.
The judge also imposed a $50,000 cash bail on the two defendants.
According to the AGO, the insurance scam involved Police Sgt. Hillary Tagabuel, Yu Jai Peng Cepeda and Serafin Esperancilla who are facing separate charges in court.
Detective Patrick Earl Maanao submitted an affidavit to the court stating that he and Police Officer 11 Flor Estabillo found 19 traffic crash reports with discrepancies.
Yuan Fu Li’s co-defendant Zheng would call Esperancilla to prepare estimations for crashes that never existed, the affidavit stated.
Maanao said one person whose car was supposedly involved said his car had never been involved in any accident. The car owner said Yuan Fu Li took him to the police station to pick up traffic crash reports later, the affidavit added.
Another car operator whose car was reported to be involved in an accident with Li’s car denied that an accident happened, the affidavit stated.
