Wiseman set Mesa’s arraignment for Nov. 30.
Mesa was required by the court to post $1,000 or 10 percent of the $10,000 bail, and $9,000 in appearance bond.
Detective Andrea Ozawa said Mesa threw hot soup at his wife’s face at the Sabalu Market on July 18, 2009.
Mesa also pulled the victim’s hair and punched her in the head, police said.
On April 9 and 12, 2009, police said Mesa intentionally rammed the victim’s vehicle.
