Benigno M. Sablan, in his report to the board on Nov. 21, said management must evaluate the performance of the grants manager, whom he declined to identify.
According to CPA’s Web site, Jack V. Diaz is the agency’s grants manager.
“I have seen a couple of e-mails from the U.S. Coast Guard as well as from Homeland Security regarding the 2009 port security grants,” Sablan said. “I find that these grants will offer an opportunity to acquire funding for allowable and necessary improvements/equipment for all three CPA ports.”
The e-mails informed CPA’s grants manager about these grant opportunities.
“However, I did not see him in attendance for the scheduled meeting,” Sablan said. “I would like to know the reason why he was not in attendance.”
He said he is “disappointed and dissatisfied with the lack of interest and professional responsibility that the grants manager has demonstrated.”
Sablan wants to see a comprehensive report and a list of grants that have been written by the grants manager and how many of those grants were awarded to CPA.
“It is also my understanding that the last time CPA received ports security grants was in 2006,” Sablan said.
