Cruz: How will Aggreko engines be installed on Saipan?

Aggreko International has  shipped 15-megawatt generators on Aug. 8 and the machines are expected to arrive on island within 30 days to provide temporary power.

CUC Executive Director Antonio S. Muna earlier said it will take another six days for them to hook up the generators to the distribution grid.

“Where are they going to put the containers?” Cruz asked. “Do the generators need foundations?”

Cruz noted that engines #6 and 8 at Power Plant 1 have cracked foundations.

Based on CUC’s Aug. 5 power generation status report, even engine #7 had a cracked foundation but it was repaired by Mitsubishi Heavy Industries, one of the contractors hired by the agency to rehabilitate some engines at the plant.

The CUC-Aggreko contract states that the utilities agency will have to “prepare the site and all civil works for the erection and operation of the plant….”

Moreover, the agency will provide “connection terminal point for Aggreko to connect the plant at CUC’s cost.”

The contract indicates that the “plant” refers to the equipment that Aggreko will be shipping to Saipan.

The equipment will include the  generators, one energy meter, four fuel tanks that can contain 20,000 liters of oil, and several other machines that comprise the “power generation plant.”

“Are they insured?” Cruz asked.

Based on the contract, “CUC shall be solely responsible for and shall hold Aggreko fully indemnified against the loss or damage arising to or in connection with the plant.”

The insurance clause indicated that CUC is also responsible for the financial coverage “of all claims by any person whatsoever for injury to person or property…in connection with the use…of the plant” except in the case of Aggreko’s “negligence or willful default.”
