Detective Buddy Igitol said Jake Atalig Palacios peeped through the window of his neighbor and was seen outside his house fondling himself.
Palacios is being held on the charge of indecent exposure in the second degree, and disturbing the peace of his female neighbor.
Officer Adrian Mendoza was dispatched to lower Dandan on Friday at about 11:14 a.m. to respond to an indecent exposure complaint.
Mendoza interviewed the female victim, who is Palacios’ neighbor.
Yesterday, Palacios appeared in court for his initial appearance before Associate Judge Kenneth L. Govendo who lowered the original $1,000 bail to $500 cash.
Palacios was remanded to the custody of the Department of Corrections after the hearing.
The court appointed Assistant Public Defender Adam Miles as Palacios’ defense counsel while Assistant Attorney General Russel Lorfing will prosecute the case.
