DCCA probes clash at Aging Office

Reyes said the governor’s office received the complaint but it is the secretary of the Department of Community and Cultural Affairs, Cecilia T. Celes, who is investigating the case.

Reyes said Rose Mondala, Office on Aging’s federal programs coordinator, was named acting director after Macaranas passed away on Thursday afternoon.

Macaranas, 53, was admitted to the Commonwealth Health Center’s intensive care unit on Monday morning after suffering a stroke.

A day after Macaranas was rushed to the hospital, Aging Office staffer Novelyn Tenorio said she was verbally and physically attacked by Office on Aging special advisor Juan San Nicolas in front of many people.

She said  San Nicolas yelled at her after she refused to give the key to Macaranas’s office because San Nicolas failed to show any authorization.

“He started pointing at me with an angry face and I started to get really scared. I told him to stop it but he continued. I tried again to tell him to stop yelling at me because I felt threatened,” she narrated in her complaint.

Tenorio said she decided to go out but San Nicolas followed her and grabbed her arm while she was going toward her car.

“I told him politely to please move away from my car. He kept yelling at me and I turned on the [car] radio real loud,” she said.

Variety learned that officials from DCCA visited the Office on Aging last week and talked with San Nicolas.

A witness told the Variety that San Nicolas continued to provoke Tenorio even when she could hardly catch her breath while crying.

“If Juan San Nicolas can do it in front of a customer like me, it is scary to think what he might do to the manamko’. The manamko’ do not deserve an employee like that,” said the witness who declined to be identified.

DCCA received the complaint at 9:12 a.m. on April 14.

On the same day, the Department of Public Safety also received the complaint which was given the case number 0900-3913.
