CAIPING Guan did not appear for a virtual arraignment scheduled for Feb. 5 before Chief Judge Ramona V. Manglona of the District Court for the NMI.
In 2022, Guan was indicted on Saipan for entering Guam illegally by boat. On Jan. 27, 2025, she (not he as earlier reported) was arrested on Guam.
Guan was charged with conspiracy to transport illegal aliens, and a petition has been filed to remove her from Guam and transfer her to Saipan.
U.S. Probation Officer Trina Duenas said Guan was not present at the District Court of Guam for the virtual hearing.
Duenas stated that the last contact she had with the defendant occurred on Jan. 31, 2025.
Duenas said she learned through Guan’s employer, who acted as a translator, that the defendant had received her passport and was instructed to appear at the arraignment with her passport.
But at the arraignment on Feb. 5, Duenas told the court that she was informed by Guan’s supervisor that Guan failed to report to work on the same day at 10 a.m.
The court-appointed defense attorney, Mark Scoggins, said his client was aware that the motion for virtual appearance was granted.
Judge Manglona issued an arrest warrant for Guan for failing to appear at the arraignment.
She also informed all parties that the matter will remain pending until the defendant is arrested, at which point further instructions will be provided.
