Demapan said he was hired as an internal auditor on July 8, 2008 as an exempt employee.
On Oct. 2, 2008, Demapan said the Fund’s chairman of the board appointed him as comptroller with an excepted service contract for one year.
On Dec. 14, 2010, Demapan said his position was converted to a civil service position.
On July 21, 2011, Demapan said he received an adverse notice for demotion from comptroller to accountant III from Villagomez. Demapan said he cannot make an appeal since there was no quorum for the Civil Service Commission.
Villagomez had yet to respond to the inquiries of this reporter.
