DEQ issues 30 notices of violations in 2 years

Records obtained by Variety showed that  six entities were cited in FY 2007 covering Oct. 2006 to Sept. 2007, while 24 groups and individuals were issued cease and desist orders in FY 2008, which ended last September.

In Aug. 2007, five received notices of violations — Moylan Insurance and the Commonwealth Ports Authority which were found violating  earthmoving and erosion regulations; Great Pacific Refuse & Recycling, which was cited for violation of the solid waste management regulations; and two  individuals found disobeying the wastewater treatment and disposal rules and regulations and violating the earthmoving and erosion control regulations.

One violator was ordered to cease and desist  in September 2007 for violating the conditions in his earthmoving and erosion control permit.

For FY 2008, eight were found not complying with  DEQ regulations in Oct. 2007; three in November; three in December; four in Jan. 2008; one lessee was cited in March; two in June; and one each in July, August, September and October.

Of the 24 violators in FY 2008, 13 were groups and companies — two firms were issued administrative orders.

Sapphire Corp., doing business as Diamond Auto Shop in Garapan, was ordered in Jan. 2008 to cease and desist the disposal of solid waste in its facility after it was found to be violating the CNMI Solid Waste Management Act. It was fined $1,000 per violation.

On Sept. 2, 2008, DEQ Executive Director Frank Rabauliman signed a settlement agreement with Advance Group LLC, which paid the agency $1,250 after agreeing not to conduct split treatments in pesticides and termites at its site.

Tudela;  Sapphire Corp.. bda Diamond Auto Shop; Quan Huang (Huang Zheng Corp.); Amir Hossain; Carmen Reyes; Tabun Kuy (Commonwealth Pacific); Albert G. Manabat (Uni-World Construction Company);  Advance Group, LLC/Advance X-Terminators & Pest Control; and Kyong Duk.
