The study “Capacity Development — Pacific Choice” was the subject of a seminar here in Wellington on Monday.
Stephen Pollard, an economist in the Pacific department of the ADB, said for many major development agencies, participation is yet to become a significant feature.
“In terms of providing better assistance, better designed assistance, assistance that’s likely to lead to more sustainable outcomes that requires a broader set of consultation a broader ownership and broader participation in actual design,” he said.
Pollard said by engaging whoever is relevant, there’s more likely to be a lasting solution.
