EUCON International University is proud to announce that Francis Jude Rabago Villagomez has been awarded the first-ever MBA full scholarship under EUCON’s Indigenous Advancement Initiative, aimed at empowering local Chamorro and Carolinian talents through Christian higher education and entrepreneurial training. Jude is making history as the first CNMI Indigenous recipient of this prestigious award.
Born and raised in Saipan, Jude has devoted over two decades to public education, having served in both the CNMI Public School System and the Guam Department of Education. His broad experience includes teaching elementary subjects, Chamorro language and culture, P.E., and health education. Jude holds a B.A. in Communication Studies from the University of Guam and is currently completing his MBA at EUCON International University, with graduation expected in June 2025.
Despite severe financial challenges due to recent economic hardships in the CNMI, Jude never gave up on his goal of higher education. Even while laid off from his teaching position during budget cuts, he persevered — making monthly tuition payments to EUCON from his limited resources. His resilience and determination have now been recognized through this life-changing scholarship.
“This scholarship is more than just financial aid,” Jude shared. “It is a symbol of hope and a second chance to invest in my calling to serve my community through education and entrepreneurship.”
EUCON International University has launched this scholarship as part of its long-term commitment to invest in local talent. The university sees the potential in the indigenous peoples of the CNMI and believes that by equipping them with education, mentorship, and resources, they can be empowered to transform their communities.
“Jude is just the beginning,” said Dr. Christian Wei, president of EUCON International University. “We plan to continue offering similar scholarships to more indigenous students in the coming years. Our mission is to train local leaders right here in the CNMI, and prepare them not just for employment — but for innovation and entrepreneurship.”
Upon his graduation in June 2025, Jude will join EUCON’s Entrepreneurial Launchpad Program, a department focused on helping graduates develop sustainable career and business ventures within the CNMI. This initiative includes job placement support, startup mentoring, and connections to local and regional investors.
As EUCON continues to invest in local human capital, stories like Jude’s will become the norm—not the exception. EUCON invites community leaders, churches, and organizations to partner with them in raising the next generation of indigenous professionals and Christian leaders to “Make CNMI Great Again!”
