Manglona ordered Santos to pay $125 per month for the next 30 months in order to cover his arrears.
On Nov. 7, 2011, Santos was arrested by the U.S. Marshals Service based on a bench warrant issued by the court.
On Jan. 10, 2006, following an auction sale of mortgaged property, the court entered a deficiency judgment against Santos and two others, jointly and severally, in the amount of $7,191.45 plus annual interest of 9 percent.
Santos failed to make the monthly payments, and the most recent was on July 20, 2011, according to court documents.
The Commonwealth Development Authority, through attorney F. Matthew Smith, asked the federal court to issue a show-cause order why Santos should not be held in contempt for failing to make his monthly payments as ordered by the court.
