“This is a serious case. It has been forwarded to the Federal Bureau of Investigation so that everything would be covered in the investigation. This will show that we are not biased,” Tudela said.
He said the case was forwarded to the FBI a day after he ordered the department’s Criminal Investigation Bureau to investigate the complaint of Jin Dong Wang, 44, who suffered head and ribcage injuries.
Dubrall declined to comment.
He has resigned from DPS and now works for the Office of the Public Auditor.
Tudela said Wang’s complaint had nothing to do with Dubrall’s transfer to OPA.
On Oct. 18, the Superior Court issued a search and arrest warrant against Junding Qiu who was living at the back side of an apartment complex near the LPG gas company in As Lito, where Jin Dong Wang was also residing.
In his affidavit of probable cause, Detective Roque C. Camacho said Dubrall and another detective were at the back of the target apartment complex, monitoring Qiu’s illegal activities.
Apparently, the police thought that Jin Dong Wang was the suspect.
