Introduced by Rep. Ray N. Yumul, R-Saipan, Saipan Local Law 17-21 allows the cockpit license to commence on July 1 of the first year and end on June 30 of the fifth year.
The fee will be payable annually and the license subject to revocation if payment is not made.
The bill also establishes a Saipan Cockpit Board consisting of five members appointed by the mayor of Saipan.
All bids will be accompanied by a non-refundable deposit of $500 payable to the CNMI Treasury.
Yumul said there was a need to amend the cockfighting law as the license period was not long enough for the operator to “recoup” his investment.
He said the short duration of the license limited the investor’s opportunity to improve his facility.
