Former policeman arrested for slapping partner

Tagabuel, 40, was brought to Superior Court for his initial appearance and bail hearing yesterday morning.

Judge Kenneth L. Govendo retained the $1,500 bail order, and remanded Tagabuel to the custody of the Department of Corrections.

Tagabuel is being held on charges of disturbing the peace, assault and battery, and criminal mischief.

The incident occurred at the victim’s residence in Koblerville, according to Detective Peter Aldan.

Assistant Attorney General Shelli Neal represented the government while court-appointed attorney Stephen Woodruff was Tagabuel’s counsel.

Tagabuel has also been charged in separate insurance scam case. His jury trial starts on Aug. 1.

The victim said she and Tagabuel were to meet at the defendant’s place in Kagman at around 7 p.m., Sunday.

The victim said she had to get out of the shower room to check on a motorist who was honking outside her place.

The victim saw Tagabuel standing on the side of her house.

Tagabuel appeared to be upset and drunk, the victim told police.

The victim asked Tagabuel to get inside her car so they could go somewhere.

The victim was afraid to argue with the defendant because her parents were inside their house and they were not feeling well, Aldan said.

The victim “started getting scared because she knew [Tagabuel] was going to make a big deal out of it,” said Aldan, adding that Tagabuel refused to ride in the car, and instead walked away.

Tagabuel jumped into the road, blocked an incoming truck from passing through, and directed it to go around which the driver did, police said.

Tagabuel finally got into the car where the victim explained that her daughter did not want her to go out that night, and that she was late in preparing herself.

Tagabuel then went out of the car, and walked away, while the victim drove back home.

The victim was “very scared” when she saw Tagabuel walking back fast toward her house and yelling.

Tagabuel “slapped the victim on her face really hard, then ripped the screen door,” police said.

Tagabuel slapped again the victim who did not want the defendant to go inside their house, police said.

“I’m Hillary John Cabrera Tagabuel. I love your daughter and I am the one paying for all the bills and everything!” the defendant was quoted as telling the victim’s mother who told Tagabuel to leave their home.

Tagabuel has been an abusive person throughout his relationship with the victim, Aldan said.

Tagabuel is a “very jealous person, obsessed, and a controlling person,” the victim told police.

The victim said she has been “verbally, mentally and physically abused by [Tagabuel].”
