Robson Romolow, the senior foreign services officer and acting consul general, said the plan is a document that will help their citizens become less dependent on government assistance and become better citizens.
The action plan was established before the tragic stabbing deaths of three men in September.
“The FSM leadership had a retreat on Oct. 1 to come up with the issues to see how they can address and deal with the problems,” said Romolow, adding the committee has also met with the Mayors Council, the Guam Police Department and the Department of Youth Affairs.
“They are willing to work with us and we have an action plan to encourage our citizens to be law abiding and respectful,” he said.
Romolow said the board of directors met over the weekend and reviewed the action plan. Once it is adopted, they will distribute the plan to the other agencies.
The office has also done a lot of “good citizen” seminars and they are planning more.
“The FSM President (Manny Mori) emphasized during his meeting that we are here as guests so we should act as guests. The assistance we are receiving is not a right and is a privilege that can be taken away,” he said.
