He is building a core group with the secretaries of Resources and Development, Transportation, Communications and Infrastructure, and Foreign Affairs to do the preliminary work in putting together the term of reference for this task force.
As part of the preliminary work, the task force will need to review existing arrangements such as with the Caroline Islands Airline and make recommendations for a course of action.
The Department of Transportation, Communications and Infrastructure will be the lead department of the core group.
