Government overspends in first quarter of FY ‘09

In his report to the Senate Fiscal Affairs Committee, Inos said the government’s total expenditures and obligations amounted to $43,793,108.

This exceeded by $4,511, 633 the allotment for the first quarter which was $39,281,475.

The excess in expenditures mostly went to personnel cost.

The excess spending comprised of $2,516,117 for personnel and $1,997,266 for  utilities.

Inos said the government’s revised funding level of $148 million   was  not in effect during the first quarter of FY 2009, which was from Oct. 1, 2008 to Jan. 31, 2009.

The revised funding level will be reflected in the second quarter of FY 2009, he added.

According to Inos, except for the Office of the Governor, the Rota Health Center and “other programs,” the personnel expenses of departments and activities exceeded their budget ceilings.

Regarding the utility expenses, Inos said the “overrun” was still lower than the government’s average monthly utility consumption.

The continuing appropriation for utilities, he said, was about $7 million.

Based on the monthly average for utilities, he added, the total expense for the year was projected to reach $10.8 million, which should have resulted in a  $3 million deficit instead of  $1.9 million.

The “all others” expenditures, Inos said, “were controllable as outlays were approved based on funds availability and only on case by case basis.”

The governor has until tomorrow to act on the $148 million budget bill for FY 2009 passed by the Legislature.

The governor rejected the first version of the budget bill, but the House failed to override the veto.

He is expected to veto the new budget bill, which imposes hiring restrictions and does not provide him with extensive reprogramming powers.
