Floyd Masga
GOVERNOR Arnold I. Palacios on Tuesday last week appointed Marianas Trench Monument Advisory Council Chair Floyd Masga as the acting administrator of the Bureau of Environmental and Coastal Quality.
In his memorandum, the governor informed all department and agency heads that Masga will be BECQ chief “until a permanent administrator is selected.”
“Please extend your full cooperation and assistance to Mr. Masga as he assumes this new responsibility during this transition period,” the governor said.
Palacios made the appointment two days after BECQ Administrator Eliceo D. Cabrera, who had been battling pancreatic cancer, passed away at the Commonwealth Healthcare Corporation on Dec. 1, 2024. He was 67.
The governor also issued two other memoranda designating additional government officials as acting department secretaries.
He designated Connie Agulto as acting Finance secretary because Secretary Tracy B. Norita is on personal leave until Dec. 15, 2024.
The governor also designated Parks and Recreation Director Michael Cruz as Department of Lands and Natural Resources secretary until the return of Secretary Sylvan O. Igisomar.
In addition, the governor provisionally appointed George J. Cruz as the director of the CNMI Medicaid Office effective Dec. 10, 2024.
