
GOVERNOR Arnold I. Palacios on Friday nominated former Bureau of Environmental and Coastal Quality Administrator Francisco M. Rabauliman to serve as secretary of the Department of Community and Cultural Affairs.
In August 2023, the governor appointed Rabauliman acting DCCA secretary following the resignation of former Secretary Maggie Sablan.
Rabauliman also served as human resources director of the Northern Marianas Technical Institute.
In his letter to Rabauliman, the governor said he and Lt. Gov. David M. Apatang are confident that the appointee is qualified and will be an asset to the CNMI.
In his letter to Senate President Edith Deleon Guerrero, the governor said he and the lt. governor have complete confidence in Rabauliman’s qualifications and capabilities to fulfill DCCA’s responsibilities efficiently and excellently.
The governor also respectfully requested the Senate to act favorably on Rabauliman’s appointment.
