(OGM) — The Office of Grants Management, through the Office of the Governor, is pleased to announce that it has formally submitted three project proposals to the National Park Service under the Land and Water Conservation Fund for the 2025 Grant Cycle. These proposals represent the CNMI’s continued commitment to enhancing recreational opportunities, supporting healthy lifestyles, and preserving cultural and natural resources for current and future generations.
The three projects submitted for funding consideration are:
1) Tinian Skate Park, San Jose – $255,689
The proposed construction of a new skate park in San Jose will serve as a vital addition to the island’s sports and recreation network. Designed to promote physical activity and healthy lifestyles, the skate park will give residents — especially the youth — an opportunity to engage in action sports such as skateboarding, which has been shown to improve both physical and mental health. The project aligns with the CNMI Statewide Comprehensive Outdoor Recreation Plan priorities by investing in new recreational opportunities, improving access to outdoor spaces, and promoting sustainable park operations.
2) Tinian Lookout Point, Carolinas Heights – $358,363
This project proposes the construction of a raised lookout deck overlooking Tinian’s western coastline. The site is already a popular destination for tourists and local residents, but its current ground-level condition limits the viewing experience due to obstructing vegetation. The addition of an elevated deck will enhance the scenic value of the site, improve visitor safety and accessibility, and contribute to the island’s eco-tourism offerings.
3) Kagman II Basketball Court & Park Improvement – $1,263,045
The project seeks to improve one of the most active community sports facilities on Saipan by installing a steel roofing system over the basketball court and constructing an ADA-compliant parking lot and access way. These enhancements will increase accessibility, extend usability during inclement weather, and improve the overall appearance of the facility. Situated in a community hub, the upgraded court will provide greater opportunities for youth programs, family gatherings, and village events.
All three proposals, with a combined total of $1,877,097, directly support the CNMI’s Five-Year Strategic Plan for Parks and Recreation, which emphasizes enhancing quality of life through exceptional recreational experiences, preserving cultural and natural heritage, and promoting healthy communities.
“Parks and recreational facilities are more than just public spaces—they are investments in the health, wellness, and unity of our community,” said Gov. David M. Apatang. He added that, “Through these proposals, we are working to create lasting opportunities for residents and visitors to enjoy the CNMI’s natural beauty and recreational resources.”
The Office of Grants Management will continue to provide updates as the National Park Service reviews the proposals under the Land and Water Conservation Fund program. Results are expected by October 2025.
