Gov’t will ask business sector to assess new labor law

Labor Deputy Secretary Cinta M. Kaipat, in an interview, said the department want to get the community’s feedback regarding the law.

“Their feedback will allow the department to assess what labor practices work well and what need to be improved,” she told Variety.

This Thursday, Labor officials are scheduled to meet members of the Saipan Chamber of Commerce at 10 a.m. in the department’s conference room.

In her invitation to Chamber Executive Director Kyle Calabrese, Kaipat said P.L. 15-108 made many changes to past labor practices and the department is now getting ready to undertake a review of the law and its regulations.

The department, she added, will prepare a report to the Legislature on what has worked well over the past six months and what might need to be changed — either in the law or in the regulations.

Kaipat said the chamber members will be encouraged to present their suggestions and views on the implementation of the new labor regulations.

“We are looking for any specific suggestions you may have as to particular provisions of the law or regulations, general impressions of things that need to be improved, or policy changes that should be considered,” she said.

According to Kaipat, the department has been asked whether a review of P.L. 15-108 is worthwhile in light of the federalization legislation enacted last May.

“We believe that it is [worthwhile] because we need to do the best job we can until the date of any federal takeover of the commonwealth’s labor functions. We plan to come back to you with the proposals that come out of this consultation process,” Kaipat told Calabrese in her letter.
