Grandvrio closure spurs workforce support, plans for future rebound

For decades, Grandvrio Hotel Saipan has been a home to its workers and a pillar for the local tourism industry. Now, economic realities have led to its impending temporary closure. Thirty-nine employees will be displaced as the hotel closes its doors in April 2026, but the Department of Labor’s rapid response team is preparing to support affected workers.

Grandvrio Resort Saipan management says the temporary closure is essential to ensure long-term sustainability and better position the hotel for a strong reopening in the future. Government and industry leaders—including the Office of the Governor, HANMI, the Saipan Chamber of Commerce, and the Governor’s Council of Economic Advisers—have all acknowledged that external factors, especially a persistent downturn in inbound travel, are behind the decision after 44 years of operations.

Some displaced workers said the entire Commonwealth is dealing with difficult conditions.

“It’s sad that the hotel is closing, but what can we do? The business is losing because we have had no guests,” said maintenance worker Rico Mendoza, who has worked at Grandvrio for eight years. He is confident he can find new work thanks to his skills.

Others, like Nelson Libaga, who has worked just over a year, are uncertain about their next steps.

Rapid response

Acting Labor Secretary Timothy Asaivao said the department is prepared to help every affected worker. While the department has yet to receive an official closure notice from Grandvrio, Asaivao emphasized, “We will be reaching out to them.” The department’s priority is ensuring that all impacted employees receive the assistance, guidance, and protections they deserve.

Labor’s Rapid Response Program, used in other recent major closures, will be activated for Grandvrio. Displaced workers will be offered options like enrollment in WIA programs and job board registration to support their transition. “As our islands face economic uncertainty, the Department of Labor will continue to do everything possible to protect workers and support a smooth transition for those affected,” Asaivao said.

Future reopening

Grandvrio management delivered its rationale for closure directly to employees at a meeting with General Manager Kunito Izumi on December 8. The hotel says this decision was not made lightly and acknowledges the significant impact it will have on staff. “We believe that this temporary closure is essential to ensure long-term sustainability of the hotel and to prepare for a stronger reopening in the future,” Izumi said, expressing heartfelt gratitude for employee loyalty and support.

Izumi explained that travel restrictions and the ongoing decline in air service since the pandemic have left the business environment “extremely difficult” and the number of guests has dropped to unsustainable levels.
