“This bill reaffirms the Congress’s and this administration’s commitment to the military buildup on Guam,” Bordallo said, following Obama’s action on the 2010 defense budget act that authorizes the Department of Defense to spend $550.2 billion, which includes $130 billion to support defense operations overseas including Guam.
Another component of the bill is the protection of local workforce by requiring contractors to ensure “that reasonable efforts are taken to hire U.S. workers before foreign guest workers are certified.”
