Guerrero, a businessman, will also announce whether he will run as a Democrat or as an Independent candidate.
A former president of the Saipan Chamber of Commerce, Guerrero is the chairman of the Retirement Fund board.
He was a Saipan senator from 1986 to 1990.
In 1993, he was the campaign manager of the last Democrat to win the gubernatorial election, Froilan C. Tenorio.
