On Thursday and Friday, hundreds of guest workers and immediate relatives of U.S. and FAS citizens had to form long lines outside Labor as early as 8:30 a.m.
They occupied the sidewalks and portions of the parking lot while waiting to get their permits.
Rabby Syed, United Worker Movement NMI president, said he felt sorry for the people who had to stand up for hours under the scorching sun.
He asked Labor to adopt a more systematic scheme in the issuance of the permit by distributing assigned numbers to each guest worker or IR.
Once they have the numbers, the guest workers and IRs can take shelter under a shade while waiting for their numbers to be called, Syed said.
“The present system is very inconvenient to the guest workers and IRs,” he added.
The distribution of umbrella permits will continue this week.
