House minority files Open Government Act request regarding IPI community chest

IPI has earlier said it has already contributed millions of dollars to the community chest fund.

Variety was also told by other sources that IPI has provided the government a list of community groups to which the casino investor has made a contribution, along with corresponding amounts of contributions.

In their Open Government Act request, House Minority Leader Edwin Propst, Reps. Tina Sablan, Edmund Villagomez, Sheila Babauta, Richard Lizama, and Donald Manglona are requesting the following documents:

Any and all monetary contributions to the community benefit fund by IPI; the dates on which IPI made contributions to the community benefit fund; the amounts actually disbursed from the community benefit fund and the dates of each disbursement; the recipients or beneficiaries of these funds and the purposes for which the funds were awarded to them; the process for applying for monies from the community benefit fund, including any application forms or instructions; public notices regarding open applications periods and available monies from the community benefit fund; applications, requests, and/or justifications from any individual or entity for monies from the community benefit fund; the process and any criteria used in selecting recipients or beneficiaries of the community benefit fund; the process for ensuring accountability for monies from the community benefit fund including any reporting and auditing requirements; consultation or any communication whatsoever, between the Office of the Governor and IPI, or the Office of the Governor and any other party, on how monies from the community benefit fund should be disbursed or prioritized and actions that the Office of the Governor has taken to enforce Section 16 of the Casino License Agreement or otherwise ensure IPI’s compliance with its community benefit fund obligations.

Section 16 of the casino license agreement mentions the $20 million community benefit fund that IPI must contribute “beginning on or before October 1, 2019.” This section also provides that “all funds contributed by the licensee to the community benefit contribution shall remain under the possession and control of the licensee until distributed to selected programs or recipients.”
