A resident of the CNMI for 22 years, Davis told students that he will “introduce legislation for the transfer of the control of the exclusive economic zone from the federal government to CNMI.”
The commonwealth’s has a 200-nautical mile EEZ.
Davis said he will also introduce legislation to have an office of the Small Business Administration in the CNMI but under federal oversight; and the construction of a Veterans Administration Hospital on island.
In his campaign letter, Davis stated, “I think that getting these issues resolved will be a full time endeavor. If anyone is promising more, he is lying, has no concept of the nature of the office.”
In an interview during his discussion with students, Davis said: “I am about self-sufficiency. I want CNMI to own the businesses here — to be self-sufficient.”
He told Variety that his campaign strategy is to “tell the people the truth,” with the help of the media, adding that his candidacy is based on three factors — fact, truth, and integrity.
His key chain that he distributes to people states: “Integrity is everything.”
Davis said his campaign does not include outdoor advertising materials, self-promotion in the streets, and other traditional ways of campaigning.
When Variety asked if his campaign strategy is working, Davis answered: “It’s working!”
The Independent candidate said he has launched his campaign in the local community two weeks ago, touching base with students, ordinary citizens and people who belong to organizations.
Davis has retired from the U.S. Army and is a member of the Veterans of Foreign Wars Saipan Post 3457.
He has a master’s degree in education and teaches advanced placement in English and Governments and Politics at Marianas High School.
The other eight candidates for congressional delegate are Public Lands mining division chief and TV talk show host John DLR Gonzales, Ind.; former Judge Juan T. Lizama, Ind.; businessman Chong Won, Ind.; former Tinian Sen. David M. Cing, Democrat; on-leave Election Commission Executive Director Gregorio C. Sablan, Ind.; Washington Rep. Pete A. Tenorio, Republican; Sen. Luis P. Crisostimo, Ind.; and Saipan and Northern Islands Municipal Council member Felipe Q. Atalig, Ind.
