Inos says lack of transitional regulations deters potential investors

He said foreign investors want assurances they would have steady access to labor force should they invest in the commonwealth.

“New investors cannot make final decisions on what they want to do in terms of their planned investments here because many of those would require labor,” Inos told the Variety.

“Not having the final regulations is an issue for investors because if they are pumping in millions of dollars, they need to know if they can recover their investments,” he added.

“It allows for uncertainty,” said Inos referring to the lack of the final CW regulations.

The transitional worker program is supposed to be in effect until 2014 when the U.S. Immigration and Naturalization Act requirements become fully applicable to the islands.
