The plaintiffs, Royal Crown Insurance Corp., its president Cheong Pui Ng and Wang Wenqing filed the complaint for declaratory judgment against Division of Immigration Director Melvin Grey, and former Attorney General Matthew T. Gregory.
The plaintiffs, through their counsel Joe Hill, is requesting the court to grant his relief to be considered for and make application for a visitor’s entry permit, for an order declaring his rights to and issuance by the respondents of a visitor permit for business to Wang, and for other relief as the court deems just and proper.
Wang arrived in the CNMI in 1998 and left in 2006.
On Feb. 20, 2008, the plaintiffs paid the required filing fee for a visitor entry permit application form, an affidavit of sponsorship and support with all the other necessary documents with the respondents.
The affidavit of sponsorship the plaintiffs submitted shows that they invited Wang to come and invest on Saipan.
The letter the plaintiffs sent was denied by Gregory on March 27, 2008. The plaintiffs asked for reconsideration, but Gregory affirmed his earlier denial on April 30.
The plaintiffs argued that Wang is not a threat to public safety and she had stayed legally in the CNMI from 1998 to 2006.
The AGO argued that there appeared to be no firm investment planned and Wang’s trip was just a scouting trip for a possible investment.
