Member Edward C. Sablan was elected vice chairman and Bank of Guam vice president Marcie Tomokane was elected as chairwoman of the Development Corporation Division.
Itibus, who represents Saipan to the seven-member board, was first appointed to the body in 2006.
In 2007, he became the acting chairman.
All members of the CDA board are appointed by the governor and confirmed by the Senate.
All of them also sit as directors of the board that govern the Northern Marianas Housing Corp., a subsidiary of CDA.
Former CDA board treasurer Manuel A. Sablan is currently the executive director of the agency.
Sablan said one of their priorities this year is to help borrowers pay their loans through an affordable payment scheme.
CDA offers direct loans and bank-guaranteed loans at an interest rate lower than commercial banks.
Many of its borrowers are delinquent.
