Kagman group proposes US-citizen-only membership for farmers market

THE Kagman Agricultural Farms and Producers Association Inc. proposes to limit membership in the group and participation in the farmers market at Garapan Fishing Base to U.S. citizens.

In a letter to Department of Lands and Natural Resources Secretary Sylvan O. Igisomar, KAFPA Inc. President Glenn Manglona said they are seeking approval to reactivate the farmers’ market at Garapan Fishing Base every Saturday.

If approved, their group will “undertake this significant activity in order to provide the needed marketing outlet for our produce and at the same time assume its responsibility to help improve our declining economic activity,” Manglona said.

The farmers market will be held on the south side of the Garapan Public Market on Beach Road, from 6 a.m. to 2 p.m. every Saturday.

Manglona said KAFPA will assume the responsibility of selecting and supervising participants from among its members, who should be U.S. citizens.

“We will abide by our rules and regulations that are established to govern the activity,” he said.

To ensure the success of its venture, he said KAFPA will work with the Division of Agriculture, the Division of Parks and Recreation, and Northern Marianas College-Cooperative Research, Extension and Education Services.

“We are therefore humbly requesting for your kind indulgence in allowing us to reactivate the famous public market activity in Garapan. It will strictly be farm produce and farm-related activity. If agreeable, we would like to solicit the assistance of your Parks and Recreation in providing trash pickup after each activity and the Agriculture Division to provide one portable public toilet,” Manglona said.

He also asked the DLNR secretary to assist KAFPA in drafting a memorandum of understanding.
