Itibus said other former CDA personnel committed the same “mistake” in the past.

In 2006, the Office of Public Auditor advised CDA management to settle the repayment of the illegal payouts.

Itibus said the board, which also oversees the Northern Marianas Housing Corp., immediately stopped “this practice.”

He declined to give the number of the affected former and current employees.

According to Itibus, CDA employees were informed about the “settlement” offered by OPA.

He said the board will inquire about the status of this settlement.

CDA acting Executive Director Oscar Camacho on Tuesday  said that as far as their employees are concerned, “the problems with illegal payouts have been solved.”

He added, “We have no problems because our employees have already agreed to settle.”

It was a former official of CDA who asked OPA in March 2006 to investigate the illegal lump sum payments and conversion of leaves of CDA personnel.

The same request was made by Rep. Stanley R. Torres, R-Saipan, who called this “bad practice” an “abuse of taxpayers’ money.”

Ada, who is now a Board of Education member, was executive director of CDA and NMHC from 1998 to 2005.
