The resolution introduced by Rep. Teresita A. Santos, Ind.-Rota, was also intended to pay fond tribute to the memory of Bacinas who passed away on Sept. 19, 2009.
Santos, Ind.-Rota, said Barcinas will be “forever remembered for her unselfishness, dedication, and commitment in all her endeavors, and as a loving and caring mother, grandmother, great-grandmother, sister, neighbor and friend.”
Throughout her career Barcinas’ diverse skills and knowledge had been vital to the daily operations of the Rota dispensary, now known as the Rota Health Center, Santos said.
Barcinas’ skill was extremely beneficial to the overall health and welfare of the many residents of Rota, the lawmaker added.
She said despite the pressures of her daily assignments, Barcinas took the extra effort to comfort patients to ensure that their necessities were promptly provided.
“She undertook any additional duties and responsibilities without complaint and with a positive attitude, exemplifying dedication and commitment to the health and welfare of Rota’s community,” Santos said.
Barcinas was active in community outreach programs, providing her services at the Manamko’ Center and participating in school immunization programs.
“Understanding the importance of furthering one’s knowledge and skills, the late Lucia Castro Barcinas participated in numerous workshops and trainings including the 12th Annual Region 5 Pacific Basin Family Planning Conference held on May 19-21, 1998, at Harbor-UCLA Medical Center in Torrance, California,” Santos said.
Barcinas received several certificates in recognition for her services including the Length of Services Award, 33 years, in 1992, Certificate of Appreciation-Untiring Support, Outstanding Performance in 1998, Certificate of Appreciation-Hard Work, Dedication, Commitment, and 45 years of Service at the Rota Health Center in 2004.
Santos said Barcinas was also a dedicated mother and grandparent, instilling in her children and family the importance of religion, strong family ties and the value of culture.
