CNMI expands Operation Governor’s Digital Connect to support manamko’

(Office of the Governor) — Under the leadership of Gov. David M. Apatang and Lt. Gov. Dennis C. Mendiola, the Office of the Governor — in partnership with the Department of Community and Cultural Affairs’ Office of Aging and the CNMI Broadband Policy and Development Office — is proud to announce the expansion of Operation Governor’s Digital Connect to include the manamko’ across all three islands of the Commonwealth.

This expanded initiative aims to bridge the digital divide affecting many senior citizens by providing access to technology, digital literacy support, and online services that are increasingly essential to daily life. Through this effort, eligible manamko’ will receive laptops and hands-on assistance to help them stay connected, informed, and engaged in their communities.

“Our manamko’ are the foundation of our families, culture, and history,” Governor Apatang stated. “This expansion of Operation Governor’s Digital Connect is about respect, inclusion, and ensuring our elders are not left behind as government services and healthcare increasingly move online.”

Empowering manamko’ through technology and access

Through coordination with the Office of Aging under DCCA, the initiative is designed to support manamko’ by enabling them to:

• Access government services, benefits, and applications online

• Communicate with healthcare providers through telehealth and virtual appointments

• Stay connected with family members, caregivers, and community networks

• Access educational, cultural, and wellness resources tailored to senior citizens

The Broadband Policy and Development Office will support the initiative as part of the CNMI’s broader strategy to improve digital access across underserved populations. To ensure meaningful participation, a Digital Navigator will be made available through the Office of Aging to provide in-person assistance with laptop setup, basic computer skills, internet navigation, and ongoing digital support — ensuring that the manamko’ can confidently and safely engage with technology.

Program rollout and registration

– Voucher Issuance Period: Beginning Feb. 23, 2026

– Registration Location: Office of Aging (Manamko’ Center), Garapan

– Eligibility: Registered manamko’ receiving services through the Office of Aging.

○  Please note: Possessing a senior citizen discount card does not serve as eligibility for registration in this specific program.

– Availability: Laptops will be distributed on a first-come, first-served basis while supplies last.

Additional details regarding registration requirements and distribution schedules will be announced by the Office of Aging.

Honoring elders through action

Lt. Gov. Dennis C. Mendiola emphasized the importance of ensuring CNMI’s elders are supported as technology becomes more central to everyday life.

“This initiative reflects our administration’s belief that progress must include everyone,” Lieutenant Governor Mendiola said. “By supporting our manamko’ with digital tools and guidance, we are honoring their contributions while helping them remain connected, informed, and empowered.”

The CNMI government reaffirmed its commitment to advancing accessibility and quality of life for all residents — especially elders who have long served as cultural stewards and community pillars.
