(Office of the Governor) — The Food and Nutrition Service revised its Nov. 4 memorandum. The maximum allotments are being reduced by 35% instead of 50%, so that the maximum allotments for Nov. 2025 will be 65% of the typical maximum allotments. This memorandum only replaces the amount of the reduction and does not replace any of the additional information contained in the memorandum issued on Nov. 4, 2025. In accordance with 7 CFR 271.7, all participating households will receive 65% of their current monthly allotment for November 2025.
Key points for NAP recipients
Benefit Reduction: All household benefits are reduced to 35% of the regular amount.
Eligibility Unchanged: Households may still apply, renew, and update their cases. Eligibility rules have not changed.
Fair Hearings: Because this reduction was ordered at the Federal level, individual appeals disputing the benefit reduction itself cannot be granted.
NAP offices on Saipan, Tinian, and Rota remain open and continue to process applications and renewals. The program will provide updates as soon as USDA-FNS issues further instructions.
