Pay raise certification rescinded amid public outcry

GOVERNOR David M. Apatang on Thursday withdrew the pay raise certification for his chief of staff, Henry S. Hofschneider, following public outrage on social media.

On Monday, the governor had issued a certification granting Hofschneider an annual salary of $80,000, exceeding the $65,175 salary cap for government officials. The pay raise was issued the day before he signed Public Law 24-14, the $127 million fiscal year 2026 budget, and outlined cost-cutting plans ahead of a forthcoming revision reflecting lower revenue projections.

A copy of the certification circulated widely on Wednesday afternoon, sparking criticism online.

Lt. Gov. Dennis James Mendiola addressed the issue on his Facebook page, posting:

“It is with a heavy heart that I share this message. I do not support or condone the recent salary increases that have come to light. While I fully respect the Governor’s authority — particularly regarding budgetary and personnel decisions — I believe we must also be mindful of the emotional and financial impact such decisions have on our people.”

He added: “Let me be clear: this message is not intended to undermine or circumvent the Governor. Rather, it is meant to express my position transparently and responsibly. The Governor and I maintain a productive working relationship; however, that does not mean I agree with every decision made. Ultimately, the authority over the Governor’s staff lies solely with the governor.”

On Thursday morning, Governor Apatang sent a letter to Senate President Karl King-Nabors and Speaker Edmund S. Villagomez recalling and withdrawing his earlier communication, which had certified approval for Hofschneider to exceed the salary cap.

“Your understanding of this withdrawal is greatly appreciated,” the governor said.
