GOVERNOR David M. Apatang is expected to sign House Local Bill 24-29 anytime soon. The measure will rename the Smiling Cove Marina in honor of the former Lt. Gov. Diego Tenorio Benavente.
Once H.L.B. 24-29 — which the Office of the Attorney General is reviewing — is signed into law, the docking facility adjacent to American Memorial Park will be known as the Diego T. Benavente Smiling Cove Marina.
The local bill was transmitted by the Saipan and Northern Islands Legislative Delegation to the Office of the Governor on Monday.
Authored by Rep. Vincent Kobre Aldan, H.L.B. 24-29 describes Benavente as a devoted public servant who began his career in the CNMI House of Representatives representing Saipan District II, served six consecutive terms in the Legislature, and “demonstrated principled leadership and earned the respect of colleagues and constituents alike.”
As speaker of the 9th, 10th, and 11th Houses, Benavente guided the passage of critical measures that strengthened the Commonwealth’s economy, infrastructure, and educational systems, leaving a legacy of legislative achievement that continues to benefit the community.
The local bill also cites Benavente’s influence in the Pacific region, noting his work to strengthen ties among island governments and promote cooperative development.
Benavente served as lieutenant governor under Gov. Juan Nekai Babauta from 2002 to 2006, where his leadership extended to the executive branch and reinforced his reputation for integrity and dedication. He later returned to the Legislature to serve in the 16th and 17th Houses, continuing to champion tourism, economic development, and resource management.
Before his passing on Nov. 20, 2025, at the age of 66, Benavente continued to serve the region as a member of the Board of Directors of the Pacific Islands Development Bank and as the honorary consul of the Federated States of Micronesia to the CNMI — roles through which he championed the growth and prosperity of island communities.
H.L.B. 24-29 also emphasizes that Benavente was an avid fisherman who persevered and earned victories in several fishing derby categories, including twice being named grand champion of the annual Saipan International Fishing Tournament. Many of these marine activities, the bill states, begin at Smiling Cove Marina, a central harbor and landmark for Saipan’s fishing community — a gathering place for fishermen, families, and visitors alike.
The bill states that it is fitting for the landmark to be named in honor of Benavente, a leader who both shaped public policy and lived the culture of the sea.
“His lifelong membership in the Saipan Fishermen’s Association reflects his deep connection to the maritime traditions of the Commonwealth and his commitment to preserving them for future generations. Through both competition and advocacy, he has helped foster pride in the CNMI’s fishing heritage and inspired others to carry it forward,” the bill states.
“Owing to Diego Tenorio Benavente’s long-standing legacy as a distinguished public servant and devoted fisherman, it is only fitting that the Smiling Cove Marina bear his name. This designation will serve as a lasting tribute to his leadership, his contributions to the Commonwealth, and the example he has set for future generations,” the bill said.
