According to Department of Public Safety spokeswoman Lei Ogumoro, police officers on routine patrol reported a domestic violence incident along Isa Drive on Capital Hill, midnight of Jan. 19.
Based on preliminary investigation, police officers found a sedan parked on the shoulder of the road.
The door of the driver’s side was open and a man was standing outside.
Officers also noticed a woman who was crying nearby.
When the officers went near to investigate, the suspect, Jose Philip Sablan, verbally harassed the police officer interviewing him.
Police said the woman refused to talk to them.
The police warned the suspect to calm down and cooperate but Sablan refused and even threatened them verbally.
The police officer then proceeded to arrest the suspect for obstruction of justice but Sablan refused and resisted so that the officer was prompted to mace him.
The suspect swung his arms at the officer and hit him.
Police said they tried to control the suspect but he continued to put up a struggle.
Sablan was eventually restrained and handcuffed. He was later brought to the Department of Corrections for booking and detainment.
While being transported to Corrections, police said the suspect kept on making threatening remarks.
Ogumoro said police detected a strong odor of alcoholic beverage coming from the suspect.
