Man arrested on ‘ice’ charge

Drug Enforcement Task Force Office Sean White said Valdez, 39, was identified by a DPS cooperating source as an “ice” supplier.

White said the cooperating source purchased $100 worth of “ice” from Valdez in Garapan on Aug. 2, 2010 that later tested “presumptive positive for the presence of crystal methamphetamine.”

The next day, Drug Enforcement Task Force officers approached Valdez about the narcotic trafficking case against him. He agreed to become a cooperating defendant.

On Aug. 20, 2010, authorities acted on a tip that two local males were possibly smoking “ice” in the Dandan area near Ace Poker.

Detective Norman Rasiang met with the informant who pointed to the direction of two males in a beige vehicle smoking through a glass pipe.

The occupants consented to a search after Rasiang approached them and asked for their permission.

Recovered from the vehicle were two glass pipers, and one small Ziplock baggie “containing a crystal-like substance.”

“The crystal-like substance was field tested…and the results showed presumptive positive for the presence of crystal methamphetamine,” White said.

The individuals were later identified as Valdez and Ray Muna who told police that the seized “ice” belonged to Valdez who was then arrested.

It was not mentioned in White’s affidavit if Muna was also arrested.

Associate Judge Kenneth L. Govendo retained the $35,000 cash bail for Valdez during his initial court appearance on Monday.

Valdez appeared in the custody of the Department of Corrections.

Assistant Attorney General Shelli Neal represented the government while Assistant Public Defender Mike Brown was appointed as Valdez’s counsel.
