Customs Officer Sean White said Dannis Knorr, 41, was arrested on the charge of assault and battery, aggravated assault, and assault with a dangerous weapon.
White said the Department of Public Safety received a call for assistance from the Commonwealth Ports Authority regarding a fight that occurred on a fishing vessel.
White and Detective Peter Camacho responded and met CPA Police Officer Jason Cruz and Knorr.
Cruz said upon his arrival he saw a man, later identified as Dasuo Luda, lying on the floor in the rear of the vessel, bleeding profusely and not responding.
Responding medics transported Luda to the Commonwealth Health Center for treatment.
Prior to the incident, other crewmembers said Knorr and Luda were drinking.
When asked by White to explain what happened, Knorr said he picked up a boat buoy and continuously struck Luda until the victim stopped moving.
“[Knorr] does not remember which buoy he used [in hitting Luda] or where he dropped [the buoy],” White said.
During his initial appearance, Superior Court Associate Judge David A. Wiseman required Knorr to post $2,000 cash, as 10 percent of the $20,000 bail, and the remaining $18,000 as unsecured or appearance bond.
Knorr was remanded to the custody of the Department of Corrections after the hearing.
Assistant Attorney General Russel Lorfing represented the government while Assistant Public Defender Michael Brown was appointed as Knorr’s counsel.
